Proposed Telos Governance Update: Revising Clause 8 to Improve Block Producer Performance and Competitiveness

Detroit Ledger Technologies is excited to announce the submission of a new governance proposal for the Telos community consideration. This proposal focuses on a critical update to the Telos Blockchain Network Operating Agreement (TBNOA), targeting Clause 8, which governs Block Producer nomination, qualification, and election.

This proposed change is designed to address several key issues that have been observed on the network. We have seen instances of poor performance and monitoring from some standby block producers, as well as cases where block producers are registered but not actively running hardware. These issues can impact the overall health and performance of the network.

Through recent community polling, there has been overwhelming support for a reduction in the number of active block producers to increase competitiveness and ensure that only the most dedicated and reliable teams are serving the network.

Based on the community poll results, we believe the number of standby producers should be decreased from 21 to 14, resulting in 35 total paid block producers.

Below is a comparison of the current Clause 8 and our proposed revision.

## 8. Block Producer Nomination, Qualification, and Election

Any Telos Member may self-nominate as a candidate to be a Block Producer by executing the “regproducer” contract and accepting its human-language terms. The Telos blockchain maintains a list of minimum requirements for acting as a Block Producer or Standby Block Producers (the “Block Producer Minimum Requirements”). The 21 block producer candidates currently in compliance with the Block Producer Minimum Requirements receiving the highest weight of Member votes shall serve as Block Producers. Through to block 113,000,000, the 30 block producer candidates currently in compliance with the Block Producer Minimum Requirements and not serving as Block Producers receiving the highest weight of Member votes shall serve as Standby Block Producers. From block 113,000,001, the 21 block producer candidates currently in compliance with the Block Producer Minimum Requirements and not serving as Block Producers receiving the highest weight of Member votes shall serve as Standby Block Producers. Enforcement of compliance with the Block Producer Minimum Requirements shall be by a 2/3+1 vote of the Block Producers.

This revised clause decreases the number of standby block producers from 21 to 14. In addition, launch process language that is no longer relevant was removed to simplify the clause.
